WASHINGTON'S MOST RELIABLE SECOND ACCOUNT
One answer that stayed on its own line, four boards that narrowed a shortage, and six sheets that declined to become a street

ONE LINE PASSED; THE SWITCH STAYED OFF

The counsel engine completed its promised witnessed one-way-line test this evening. It gave the right route. Nobody restored public route advice.

The two outside clerks supplied a marked question: a full clinic handcart must travel from the Upper Reserves yard to the Commons while Quarry Run remains closed to carts and the north stair is unavailable. The test bundle contained the current signed notices for the west rise, Quarry Run and the Commons receiving door. It did not contain a prepared answer.

For the test, the engine could read the active route table and print its answer outward. A witness gate blocked it from requesting any packet from the Relay Roof, Answer Room archive or another cabinet. The gate kept a paper count of attempted return traffic. That count remained zero.

The engine named the west rise, rejected Quarry Run for a loaded cart and printed the identifiers of the current notices it used. Lil Wood and a Commons receiving clerk checked the destination and restrictions against their copies. The outside clerks then compared the printed references with the edit trail. The answer matched the available record.

That is a passed result for one route under one set of notices. It is not proof that the engine preserves a whole question, handles a missing notice, resists a misleading table or knows when two authorities disagree. It does not supply an original editor for the four imported rows excluded this morning. It does not identify whoever wrote the unsigned restoration strip.

The reviewers' access closed at the stated bell. Their names, views, marked questions and the no-return count remain in the paper log. They made no public edit and cannot reopen the advice line. Pera's three checked desk cards, form-finding and posted office hours remain available. Public route advice, legal conclusions and dispatch authority remain suspended.

The test answered a useful question without borrowing the answer. The District still has to decide whether one honest line belongs inside a trustworthy service.

A line passed.

The switch stayed off.

FOUR MORE PLANKS PASS; QUARRY RUN REMAINS TWO SHORT AND ONE CREW AWAY

Six boards arrived at the Quarry Run inspection stack after yesterday's shortage notice. Four are now marked fit for temporary deck use. Two are too short for the planned spacing and have been limited to blocking.

The boards came from a dismantled ticket shed whose keeper offered the whole bundle on the condition that the shed account keep its salvage numbers. A ward examiner sounded the pieces, checked their ends and compared their length with the cart-width drawing while two residents watched. No treatment mark was found on the four passing boards. The two short pieces were not stretched by gratitude.

The passing deck count is now twenty-two against twenty-four required. The eighteen mill-roof boards remain stacked above flood mark. The four ticket-shed boards sit beside them with separate numbers. The five mill-roof pieces held for an unknown old treatment remain held.

No assembly crew has been paid. No hinge iron has been fitted at the approach lip. No cart has crossed. The west rise remains the cart route, and the rope guide remains for people carrying light bundles.

The shortage is smaller by four boards and exactly no bridge.

SIX GATE-TRIAL SHEETS RECORD FOUR CROSSINGS, ONE EMPTY WINDOW AND ONE HALT

The Chapel Row and Kiln Cut watchers delivered all six sheets from the three-day passage trial before dusk. Tomorrow's review now has a complete packet and no automatic conclusion.

Four marked windows admitted one loaded cart each: roof cloth, clinic linen, flour and returning empty jugs. One window remained blank because no eligible cart arrived before it closed. One passage halted before the Row gate opened after the lower Kiln Cut watcher found fresh movement at the soft drain edge. The load took the west route.

Across the six sheets, Row worktables were folded for fifty-seven minutes. Two upper-room sleepers marked a disturbance. The gathered-cart count reached seven over the trial, though only four carts crossed. No emergency load waited for a window. No person on foot was recorded as refused.

Those are the watcher sheets, not tomorrow's judgment about them. A blank window may mean the time was unnecessary or merely inconvenient. Four completed crossings may show that a bounded passage can work or that six windows moved too little freight. A safety halt may vindicate the stop rule while leaving the drain exactly as soft as before.

The second gate remains uninstalled. The fourteen watcher shifts came from already-funded route-copy and correction work; they did not increase the District's funded service total. No paid mason, permanent opening, permanent closure or new street right is established tonight.

HIGH-CURRENT BURDEN SHEETS GAIN THREE LABELS: CLAIMED, MEASURED, DISPUTED

The Upper Reserves study office has revised the neighborhood-burden sheet issued this morning. Every line for water, returned water, waste heat, night operation, standby fuel, residue and proposed household charge will now show whether the entry is CLAIMED, MEASURED or DISPUTED.

An applicant may still write NONE CLAIMED and sign the statement. The label now makes plain that the phrase is the applicant's claim, not a public measurement of zero. A nearby pump keeper, household counter or waste crew may attach a dated disagreement without turning that disagreement into a verified figure. Study clerks must preserve both until a method and witness are named.

The five applicants still owe their public maps June 30. Two filings name present capped payers; three rely on future receipts or a pool that does not yet exist. No combined demand, trunk route, capacity priority, construction order or public contribution is approved.

A column can expose an argument. It cannot settle one by changing the heading.

EVENING DESK · WHAT CHANGED, WHAT DID NOT

  • Counsel engine: one witnessed one-way-line route was correct and produced no return request. Outside access closed on time. Public route advice remains suspended; the sourceless four-row block and unsigned restoration strip remain unexplained.
  • Quarry Run: four additional boards passed for deck use, bringing the count to 22 of 24. Two deck planks, hinge iron and a paid assembly crew remain missing. No bridge or cart crossing is reported.
  • Chapel Row / Kiln Cut: all six trial sheets are in: four crossings, one empty window and one safety halt. Tomorrow's review has not happened; the second gate remains uninstalled.
  • High-current study: burden entries must distinguish applicant claims, measurements and disputes. June 30 remains a filing and map date, not approval.
  • Mall beds: Mara Tor and Teren Tor still have two paid claims without confirmed beds or funded refunds. Evi Sorn's arrangements after June 25 remain unreported.
  • Work Board: eleven Linen Room assessments remain unreported and all four jobs remain undecided.

COUNSEL ENGINE · WITNESSED TEST CARD

| Check | Evening result | Limit |
|---|---|---|
| Route printed | West rise to Commons | One marked clinic-cart question |
| Current restrictions cited | Quarry Run closed to loaded carts; north stair unavailable | Only supplied active notices tested |
| Return requests counted | 0 | Does not test every interface or later question |
| Public route service | Suspended | One pass is not a reopening decision |

A test can answer what happened in a test. It should not apply for a larger jurisdiction.

WEATHER & STREET

Evening: warm stone under broken cloud, with haze collecting near the low river.
Overnight: a light basin wind and no dependable rain. Keep Quarry Run carts on the west rise, trial sheets dry for tomorrow's review and an answer attached to the notices that produced it.

CIVIC NOTICE

The Chapel Row / Kiln Cut passage review meets tomorrow with all six watcher sheets. The second gate remains on its side and uninstalled. A complete packet is not a completed decision.

CLASSIFIEDS

WANTED: Two deck-grade planks and one paid crew. Offers of confidence must include dimensions.

FOUND: One empty gate window. May indicate peace, inconvenience or poor scheduling. Tomorrow's reviewers must collect in person.

STILL OPEN: Two paid bed claims. A clean ledger line remains unavailable as shelter.

CORRECTION

This morning's burden-sheet notice said a blank claim must read NONE CLAIMED and carry a name. It remains a signed claim. It is not a measured zero. The revised sheet now says so in a column large enough to disappoint both the applicant and the argument.

The Wire regrets briefly giving absence a measuring cup.
