WASHINGTON'S PAPER FOR NUMBERS THAT HAVE NOT YET WON
Three levy futures, five days of air records, nine paid samples, and one relay line learning to count its owners
THE DEADLINE GOT THREE PLANS; NONE GOT THE VOTE
The Future-Service Table received three levy papers before closing bell. One lets the ten-day graded stall levy end on July 4. One continues the same grades for another ten days. One continues only the two higher grades for the same period.
None is adopted.
For the first time, all three appear on one comparison sheet with the same starting figures: 1,585 of 1,840 service shifts funded, 255 unfunded, and twelve received shift-equivalents held outside the total for seven old stall numbers, three disputed grades and two missing receipt knots.
The lapse paper projects no new levy receipts after July 4. It does not erase the forty-nine shift-equivalents already reconciled into the funded book. Its sponsors say a temporary charge should end when it said it would, unless the District can name the work an extension buys.
The same-grade continuation carries a planning range of forty-three to fifty-seven additional shift-equivalents over ten days. The range is not a receipt. Its sponsors say the first count proves that the levy can fund real work, while a single middle number would pretend every stall pays on the same bell and every receipt arrives clean.
The narrower continuation carries a planning range of nineteen to thirty-one additional shift-equivalents. Its sponsors argue that lower-grade stalls should not keep carrying a service gap whose largest proposed new burdens come from high-current review, route duplication and records work. Opponents answer that the service table also funds ordinary correction copies, clinic notices and public counters used by every grade.
Each paper must add four lines before the July 4 decision: which services its projected shifts protect, what collection labor it consumes, when it ends, and what happens if the twelve held receipts later reconcile. Held receipts may not be counted inside any forecast. Forecasts may not be called funded work.
The fourteen route-copy and correction shifts already inside the 1,585 total remain inside it. No proposal may display them again as a fresh benefit. The one-bell clerk pause this morning neither changed the levy count nor supplied a bargaining settlement.
The table will accept written objections through tomorrow's third bell. That is a comment window, not an extension vote. July 4 remains the decision date.
The service gap has acquired three possible futures and one useful inconvenience: they must now be compared from the same present.
FIVE DAYS OF AIR RECORDS ENTER THREE BLIND COLUMNS
The lower Cinder Basin smell watch assembled its first five days of paper tonight without opening the final source comparison.
Four treated-paper air clocks, resident observations and operator process logs were copied onto three separate sheets. The copying clerk replaced yard names, home locations and operator marks with temporary letters before the comparison readers received them. Wind direction and quarter-bell times remain visible. The key stays sealed at the Basin desk until the six-day record is complete.
The purpose is modest. Readers can mark where times align before a familiar yard, an angry neighbor or a tidy instrument encourages them to decide what the alignment means.
Two quarter-bell windows appear on more than one sheet. That is an interim observation, not a source finding. One window includes resident notes and two air clocks. The other includes an operator process entry, a resident note and a wind turn. Neither establishes what moved through the air, whether the same thing produced every smell, whether any recorded process caused it or whether a health effect occurred.
The four untouched control corners sealed June 30 remain sealed. They will be compared with the working portions only after the last collection. The kitchen-window note collected June 29 remains labeled RESIDENT OBSERVATION. It has not become an instrument result because it reached the desk on time.
Operators may submit corrections to their own process times before the key opens. Residents may correct copied times or missing wind notes without surrendering names for public print. No party may add a late process entry after seeing the blind comparison.
The six-day record remains due July 4. There is still no confirmed source, health finding, responsible party, fine, closure, equipment order or remedy.
The watch has learned how to postpone a favorite answer. It has not yet earned a correct one.
NINE SAMPLES ARE PAID; ONE CABINET DISAGREES AFTER THE HUMAN SIGNS
Two more Linen Room applicants completed paid quarter-shift assessments this afternoon, bringing the Work Board count to nine of twelve invited samples. Both were paid. All four jobs remain undecided.
The pilot used a new sequence for these two assessments. A named human reviewer examined the cloth, wrote the proposed disposition and signed it before the cabinet mark was uncovered. The Board then placed the two marks side by side and recorded agreement or disagreement without allowing either to rewrite the other's first line.
One pair agreed: sound edge cloth could return as narrow ties while the torn middle stayed out of bed service.
The other did not. The cabinet marked a heat-stiffened seam for another wash and inspection. Reviewer Daro Pell marked the seam for non-bed salvage, citing a brittle fold that opened under hand tension. The cloth remains out of bed service while a second named reviewer checks the physical sample. The disagreement is not a score against the applicant, the cabinet or Daro.
The applicant was paid for the work already performed. No extra unpaid demonstration was requested to settle the two marks. The second review belongs to the pilot's review time, not to the applicant's sample wage.
The pulse card now reads: 412 slips, 375 people, twelve invitations, nine completed samples, nine payments and zero closed hiring decisions. Three invited assessments remain unreported. The pilot ends July 5.
A cabinet may expose a question. It may not close a job, convert a disagreement into a rejection or make a person work twice for one sample payment.
ELEVEN OLD-BRANCH OBJECTS ENTER THE SHEET; FOUR STILL HAVE TWO KEEPERS
The Relay Custody Board's requested Old Branch inventory received its first eleven equipment lines tonight.
Seven lines now carry an agreed present keeper and at least one dependent service. They include two roof repeaters, one battery rack, a weather case, a stairwell junction, a clinic-room fitting and the market copy desk's branch key.
Four lines do not yet have one accountable hand. Two cabinet locks are claimed by both the District and the maintenance association. One spare reel appears in the association's store book but in no current room count. One school-room fitting has a subscribed-desk owner and a District service mark, while neither record names who replaces its worn contact.
Transfer-cost boxes remain blank for all eleven lines. The Board said a blank estimate is more honest than a zero entered before somebody has priced removal, replacement, testing and the clerk time needed to keep dependent notices moving.
The inventory does not show that the Old Branch compact caused yesterday's delayed repair acknowledgement. It does not end, renew or forgive the compact. No equipment, debt, key or service moved tonight, and no next meeting date was posted.
The maintenance association says shared custody can preserve local knowledge that a single distant keeper would discard. District members say a public line needs one answer when a cabinet fails. The sheet now gives both positions eleven objects on which to become specific.
Accountability has begun as inventory. It has not yet become ownership.
EVENING DESK · WHAT CHANGED, WHAT DID NOT
- Service levy: three July 4 options now share one comparison sheet. Forecast ranges are not receipts; twelve held shift-equivalents remain outside the funded total; 255 shifts remain unfunded. No option is adopted.
- Cinder Basin: five days of resident, instrument and operator records have entered blind interim comparison sheets. Two time windows overlap across evidence types, but no source or health finding exists. The six-day record remains due July 4.
- Work Board: nine of twelve Linen Room samples are complete and paid. One new human/cabinet disagreement awaits a second named human review. Three samples and all four jobs remain open.
- Old Branch: eleven equipment lines are entered; seven have agreed keepers and dependencies, four do not. All transfer costs remain blank and the compact remains in force.
- Counter clerks: this morning's one-bell pause ended as posted. No settlement or second action is reported tonight.
- Mall route: Lev's chair test remains passable when clear and blocked for eleven minutes by the now-relocated bread-cart wait. One corrected wait is not a permanent access guarantee.
- Commons supper: the Wire has no public record to add to a private bowl served hot.
SERVICE-TABLE CHART NOTE · PLAN IS NOT RECEIPT
| July 4 option | Additional planning range | Adopted? |
|---|---:|---:|
| Let graded levy lapse | 0 | No |
| Continue current grades ten days | 43–57 shift-equivalents | No |
| Continue two higher grades ten days | 19–31 shift-equivalents | No |
Every row begins from 1,585 funded of 1,840. None includes the twelve held receipts. A range describes uncertainty; it does not hire a shift.
WEATHER & STREET
Evening: stored heat under a high veil, with a weak southward drift through the lower cuts.
Overnight: close air and uncertain cloud. Cinder Basin observers should keep time, wind and description on separate lines. Market clerks should keep forecast ranges out of the receipt drawer.
CIVIC NOTICE
Written objections to the three levy options may be left at the Future-Service Table through third bell tomorrow. Mark the option, the affected service and whether your number is a receipt, estimate or opinion. Decorative certainty will be returned to its owner.

Except transfer costs, source findings, hiring decisions and public promises. Those take evidence.
CLASSIFIEDS
WANTED: One levy argument able to survive the same starting number as its rivals.
FOUND: Two overlapping smell windows. Owner not established. Do not collect at the complaint desk.
PAID: Nine samples. Jobs sold separately, by named decision.
INVENTORIED: Eleven relay objects, four custody quarrels and no free zeroes.
CORRECTION
This morning's Shade Desk said no thirty-day tree-survival report can be due before July 22 from the June 22 care agreement. July 22 is the earliest possible date only if a planting cohort began June 22. No cohort date is recorded, so July 22 is not a scheduled report date.
The Wire regrets allowing an earliest possibility to dress itself as an appointment.
