PORT AUTHORITY SOLVES LOW RIVER BY DECLARING STRANDED BARGES EARLY
The District Port Authority announced this morning that freight traffic on the Potomac remains fully operational, provided the word traffic includes vessels resting motionless in mud.
River gauges below the old memorial steps showed the lowest June channel in twenty-seven years. Three grain barges could not reach the east quay, two fuel scows were ordered to unload half their cargo before attempting to carry the other half, and a passenger boat completed its afternoon route without disturbing the rope tied to shore.
Port Director Silas Mott said none of these events constituted a closure.
“A closed river prevents movement,” he explained. “Our vessels have moved from the category late to the category stored near destination.”
Crews were sent out before noon to paint a new blue freight line across the exposed bank. Any boat touching the line will now be counted as docked. Owners will pay the ordinary docking fee plus a temporary shoreline-access charge, because the shoreline was not previously available at that location.
Della examined the painted line while waiting for a replacement valve that had arrived six blocks downstream of its cart.
“You cannot deepen water with a receipt,” she said.
The Authority clarified that the receipt was never intended to deepen the water. Its purpose is to confirm the water was deep enough when invoiced.
Residents have been asked not to walk across the shipping channel, as this undermines confidence in river commerce and leaves footprints on the official map.
DISTRICT INVITES COMPLETE BATTERY ECOSYSTEM; REQUESTS IT BRING POWER
The Office of Productive Tomorrows has selected the Upper Reserves as the preferred site for a new battery quarter containing cell workshops, foil mills, chemical kitchens, research sheds, worker housing, supplier housing, supplier-supplier housing, and a small public garden visible from the investment platform.
Officials said the project would make Washington independent of imported storage within five years. During the first four years, it will depend on imported cells, imported tools, imported powder, imported expertise, imported cooling equipment, and a portable imported battery used to open the gate.
At yesterday's demonstration, an experimental prediction engine tested six million possible cell recipes and recommended one requiring a mineral not currently found closer than the former state of Nevada. The Office called this a dramatic reduction from the original list of seven million impossible recipes.
The sample battery stored nine bell-minutes of power. The machinery used to produce it consumed eleven.
“This proves the principle,” said development commissioner Rue Venn. “With sufficient scale, we can manufacture the additional batteries required to manufacture batteries at scale.”
Abegale asked whether the proposal included the water needed for cooling. The commissioner pointed to the river plan. She asked whether he had read the river plan. He pointed to the investment platform.
Lil's yard received the first delivery request shortly afterward: forty sealed crates, uphill, payment upon successful completion of a factory that does not yet exist.
She returned the form with one amendment.
FIRST BATTERY POWERS THE WINCH.
The Office has classified this as resistance to innovation and asked whether she could still deliver Tuesday.
CITY SAVES PUMP FUND FROM BEING SPENT ON A PUMP
Hundreds of residents gathered outside the Civic Accounts Hall today to demand release of the emergency pump fund after three neighborhood stations began operating on alternating pressure.
The Treasury declined, warning that spending the pump fund during a pump emergency could alarm lenders who regard an untouched emergency fund as evidence of discipline.
Deputy Comptroller Iven Rusk explained that the city must prove it can afford repairs before it risks paying for one.
“If we empty the reserve merely because the stated emergency has occurred,” he said, “markets may conclude the fund was created for use.”
Residents proposed buying the pump. Account officials proposed a listening process. Residents proposed listening to the pump. It made a sound described in the minutes as not germane to financing.
The city has offered a compromise: half the fund will be transferred into a Pump Confidence Reserve, where it cannot be spent without lowering confidence. The remaining half will finance a public sign showing the amount protected. Installation of the sign has been delayed because the nearest wall is damp.
Olga attended the meeting with a cooking pot placed beneath a ceiling drip. When asked whether the pot was a protest symbol, she said no.
“It is a pot,” she said. “That is why it is catching water instead of explaining it.”
The Treasury later described her intervention as a constructive example of household-level liquidity management.
She has requested the pot back.
CORRECTION
An earlier notice said the new battery quarter would power itself.
Officials say it will first power confidence, then growth, then a revised timetable.
The pump remains ahead of schedule, because its failure has already begun.
