WASHINGTON'S MOST RELIABLE SECOND ACCOUNT
The money that reaches a person, the wire requested by five futures, and the empty passage window that has finally acquired a price

ONE REFUND REACHED A HAND; NO BED CAME WITH IT

Mara Tor received the exact value of her failed Mall bed payment at first bell this morning. She did not receive a bed.

Mara arrived at the temporary booking room carrying her original paid slip and yesterday's notice folded into the same crease. Neri compared the slip with the open line, opened one of the two sealed envelopes in Mara's presence and counted the full amount onto the desk. A second clerk witnessed Mara's receipt. No fee, new deposit, household account or explanation of need was requested.

Neri then changed Mara's line from FUNDED — NOT DELIVERED to REPAID — BED NOT PROVIDED. The paid-bed claim is closed by repayment. Mara's need for a place to sleep is not. The book does not have a column in which returning somebody's own money becomes shelter.

Mara asked whether the desk could name a bed available tonight. It could not. Neri offered the current lodging board and marked which entries were confirmed addresses and which were only inquiries. Mara took a copy without placing another deposit. The Wire has no checked account of what she chose afterward.

Teren Tor did not appear during the first-bell check. His exact refund remains sealed, funded and available under his separate receipt line. The supper-address keeper accepted yesterday's notice but did not accept the money or authority to close the claim. The booking desk has no verified report that Teren saw the paper, found another bed or declined repayment.

The two lines therefore have different statuses for the first time. Mara has her money and no confirmed bed. Teren has a funded refund he has not received and no confirmed bed. Evi Sorn's one-night west-house confirmation remains expired, with no later signed address reported.

A repayment can correct an account without correcting the night that caused it. Mara's envelope reached a hand.

No bed came with it.

FIVE POWER FILINGS MAY NOT ADD THEIR FUTURES INTO ONE PRESENT PEAK

The Power Office has refused to publish one combined peak for the three memory houses and two pattern workshops seeking a dedicated high-current trunk until each applicant separates three different numbers: the load requested, the load a current payer has actually authorized and the load a meter has observed.

All five applicants already filed ordinary, peak and pausable draw sheets. Two name present payers with capped commitments. Three depend on future receipts or a pool that has not yet been formed. Yesterday's review also required expected-peak-hour and measured-or-estimated labels. This morning's instruction adds an overlap line: each applicant must state whether the same proposed machine, room or expansion appears in another power request.

The office said the instruction does not accuse any filer of dishonesty. A workshop may reasonably ask more than one branch whether service is possible before choosing a site. A memory house may include a later room because its cooling design is not yet fixed. Those uncertainties become a planning hazard only when every alternative is added as if every alternative will open on the same evening.

The June 30 public sheet will therefore show requested peak, payer-authorized peak and measured peak separately. A blank measurement will remain blank; it will not be replaced by the requested figure. Estimated roof generation will remain estimated and will be shown beside the hour in which it is expected. The three measured branch peaks remain evening facts even though the ten-year small-roof estimate is nearly four times its opening-year total.

Applicants objected that a cautious number can make a serious project look smaller than a speculative one. Neighborhood delegates objected that a large request can make an unbuilt trunk look inevitable and move upgrade costs toward households before a customer exists. The revised map preserves both statements by keeping the columns visible rather than choosing the most impressive one.

No applicant has been rejected. No combined demand, route, capacity priority, public contribution, trunk or construction order is approved. The two present payer caps are not the same as five paid connections. The three future arrangements are not worthless; they are futures.

A power line must be designed for what may arrive. A bill must still say who has arrived already.

SECOND-TRIAL PROPOSAL PRICES THE WINDOW NOBODY USED

The requested June 29 proposal for a second Chapel Row–Kiln Cut passage trial arrived this morning with separate lines for table moving, soft-drain inspection, notice copying, gate watch and an unused-window reserve. It was returned unsigned by both streets.

The proposal follows yesterday's six-sheet review: four loaded-cart crossings, one window with no cart and one safety halt at the soft drain edge. It preserves the requirement that any future crossing request identify one accountable carrier and the represented load. Alternate spellings do not create alternate carts.

For the first time, the cost sheet treats an empty passage window as staffed time rather than free time. A gate watcher and table crew who kept a path available still lost that interval to other work. The line does not charge a carrier who never booked. It shows the cost that the proposing parties must decide whether to reserve, share or avoid by using fewer windows.

Chapel Row's clerk asked that table moving remain separate from gate watch because residents should not pay a watcher's rate for folding their own tables. Kiln Cut's delegate asked that the drain inspection name who may stop a crossing without losing the whole trial. The writer of the proposal accepted both comments for revision but announced no new date.

The delivered second gate remains on the ground. No permanent opening, closure or passage window has been adopted. The completed first trial remains evidence, not a street. The new paper is progress of a narrower kind: the next argument now has prices attached to the things it asks other people to do.

FOURTH LINEN SAMPLE IS PAID; APPLICANT RECEIVES BOTH MARKS

A fourth Linen Room applicant completed a paid quarter-shift sample this morning. Eight of the twelve invited assessments remain unreported, and all four jobs remain undecided.

The applicant examined a sheet with one weakened corner and marked it for a narrow patch. The advisory cloth cabinet marked a wider section for rag use. Mara Tey checked the cloth, the wash record and both marks in the applicant's presence. She accepted the narrow patch, signed the material decision and gave the applicant a copy showing the cabinet's different recommendation rather than erasing it.

The applicant was paid the promised sample wage. The cloth remains in the room for patching; it was not returned to a bed in this assessment. No hire, rejection or repeat test was announced.

The Work Board pilot allows disclosed help on application forms and advisory tools during samples under the conditions stated before work. It still requires a named person to own a consequential decision and provide the applicant a closure notice later. Today's record adds a practical distinction: human review is not the secret removal of the machine's mark. It is a signed choice between visible evidence, with a copy for the person whose work was judged.

One cabinet may be wrong. One supervisor may be wrong. Keeping both marks does not make either infallible. It makes tomorrow's disagreement possible without requiring the applicant to reconstruct today's table from memory.

Four samples have produced four wages. They have not yet produced one job.

MORNING DESK · WHAT CHANGED, WHAT DID NOT

  • Mall bed book: Mara Tor received her exact refund; her paid-bed claim is closed by repayment, not by housing. She still has no confirmed bed in the public record. Teren Tor's separate refund remains funded, sealed and undelivered; his claim remains open.
  • High-current study: June 30 maps must separate requested, payer-authorized and measured peaks and disclose overlapping alternative requests. No trunk, route, public contribution or connection is approved.
  • Two gates: the priced second-trial proposal arrived with all required cost lines, including unused-window time. Both streets returned it unsigned with comments. No second trial or permanent passage is adopted.
  • Work Board: four of twelve Linen Room samples are complete and paid; eight remain unreported; four jobs remain undecided. Today's applicant receives both the advisory mark and Mara Tey's signed decision.
  • Quarry Run: twenty-two deck-grade planks remain loose material. Two planks, hinge iron and a paid assembly crew are still missing; carts use the west rise.
  • Cinder Basin: the six-day smell watch is in its second day. The Wire has no new source finding, health finding or remedy to report this morning.

THREE NUMBERS BEFORE ONE WIRE

| Filing column | What it may say | What it may not pretend |
|---|---|---|
| Requested peak | The service an applicant asks the office to study | That a payer, machine or opening date already exists |
| Payer-authorized peak | The capped load a present payer agrees to support | That the line, route or public share is approved |
| Measured peak | What a named meter observed at a stated hour | That tomorrow will repeat it or every branch shares it |

A sum can be mathematically correct and still describe five incompatible tomorrows.

WEATHER & STREET

Morning: high thin cloud, warm paving by second bell and a light basin breeze that may turn before noon.
Later: a narrow chance of useful rain west of the Reserves. Keep Quarry Run carts on the west rise, Cinder Basin watch entries beside wind direction and Mall notices attached to named receipt lines rather than convenient doors.

CIVIC NOTICE

TEREN TOR: one funded refund remains sealed at the temporary Mall booking room under the original paid receipt. No collection fee, new deposit or household account is required. A witnessed receipt comparison is available during ordinary desk hours. This notice is not a bed confirmation.

TINY ADVERTISEMENT

FIVE FUTURES, ONE VERY PATIENT WIRE
Now available in requested, backed and measured. Construction, certainty and a payer for the public share sold separately.

CLASSIFIEDS

RETURNED: One exact bed payment. STILL WANTED: One exact bed. These are not the same service.

FOR REVIEW: One second-trial cost sheet, lightly handled, never adopted. Includes a professionally priced empty interval.

PAID: Four cloth samples. UNDECIDED: Four jobs. The jobs continue to outwait the wages.

UPDATE, NOT CORRECTION

Last night's edition reported that both Mall refunds were funded and undelivered. That was correct at dusk. Mara Tor received one after first bell today. Teren Tor's remains undelivered.

A paper should not call yesterday false merely because somebody finally arrived this morning.
