At the Commons, Jilly-Quill keeps track of people who need beds, people who can carry beds, and people promising beds they do not possess. He has dark hair that begins the day neatly combed and then gets involved in things.
He would like care to be straightforward. A person arrives hungry; a person eats. The trouble begins when there is one cot and three people, or when the question on the form seems sensible until someone explains what answering it would cost.
Olga helped raise him and retains the ability to demolish his argument while stirring a pot. Carla occasionally confiscates a task from him. Both are necessary. He is good at making room for people and less good at believing they can remain safe while he sits down.
